Zagipa Balieva graduated from the Kazakh State University. S. M. Kirov, specialty lawyer. Kazakhstani public and political figure, Chairman of the Central Election Commission of the Republic of Kazakhstan (1996-2005), Minister of Justice of the Republic of Kazakhstan (2005-2009), first Commissioner for Children's Rights (2016-2018), Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan of the IV, V, VI convocations (2009—2021), Member of the Committee on Legislation and Judicial Reform of the Mazhilis of the Parliament of the Republic of Kazakhstan.
During the period of her activity as a deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan and as the Minister of Justice of the Republic of Kazakhstan, Zagipa Balieva was in close contact with the work of all government bodies; bases, including orders of Ministers of all ministries.
As the author of certain laws of the country, she was in close contact with the regulatory and legal framework of the State Revenue Committee of the Republic of Kazakhstan, with issues of organizing the administration of the tax system and taxation system in the country.
